‘As Little as Possible’
LONDON, Apr. 18 (UP) —A Roval Commission recommended today that gambling be put on a cash-and-carry basis available to every citizen over 18 years of age. The commission issued a 65,000word report last night on its investigation of all forms of gambling through the land. It said gambling laws should aim at interfering “as little as possible with individual liberty to. take part -in various forms of gampling.” The commission concluded gambling was of “little significance” as a cause of crime or as a factor in the nation's economic life. It| said Britons spent less than $196 million annually on gambling. Licensed bookie shops, the commission said, should be set up on street corners to take bets by cash, telegrams or mail. At present. cash gets not actually placed at race courses are illegal.
Predicts Plan to Extend
Range of Television
CHICAGO, Apr. 19 (UP) — Wavne Coy, chairman of the Federal Communications Commission, says there is a “strong probability” that new methods to extend the range of television will soon be authorized. Mr. Cov said he is “quite sure” that the new ultra-high frequency would make TV possible in “almost every metropolitan area and a very large part of the rural areas” of the United States. Speaking to the National Association of Radio and Television Broadcasters Convention yesterday, ‘Mr. Coy said over-produc-tion of TV sets has caused an extravagant cut in retail prices.”
Red China Makes New Offer to Help India
HONG KONG. Apr. 19 (UP)— Red China again offered faminethreatened India one million tons of food today and jeered at con-gressional-stalled American efforts to ship the same amount. The Peiping government also announced through its official radio that 22.000 tons of Chinese rice already had arrived in India and 11.000 additional tons were on the way. The rice shipments, it said, were part of a 50.000-ton barter agreement separate from the mil-lion-ton offer.
