PSC Chairman Accused Of Bias for Water Firm

Showed Prejudice During Cross-Examination

Of Witness, Counselor Wampler Charges

Hugh Abbett, chairman of the Indiana Public Service Commission, today was accused of showing bias in favor of the Indianapolis

Water Co.

Mr. Abbett's conduct while presiding at hearings on the utility's petition for higher water rates was criticized by

assistant public counselor, “He clearly showed prejudice during my cross-examination of a utility witness,” Mr, Wampler asserted.

Voices Objection

Mr. Wampler objected strongly vesterday when Chairman Abbett examination of Theodore Seelye, vice president of Day & Zimmerman, Philadelphia engineering firm. Mr. Seelye, presented as an expert in evaluation of utility property. was asked by Mr. Wampler to demonstrate his method of appraisal. As an example, Mr, Wampler asked Mr. Seelye to stae the ap: proximate value of the table at vhich lawyers for both sides were seated. Mr. Seelye evaded the question. He at first said it would take "somie time” to make .the apprajsal. He then stated.he had not appraised utility furniture item by item but as a whole. When Mr. Wampler insisted that the witness answer the uestion. Mr. Abbett ruled that ross-examination must be conined to specific property of the Indianapolis Water Co. “I think ‘it's significant that Mr. Daniels did not object to my of questioning,” Mr. Wampjer said today. Services for Theodore: W.| Bowers Jr., one of the victims of the auto-trailef crash yesterday at Northwestern Ave. and 38th St., will be held at 1:30 p. m Friday in the Harry W. Moore Peace Chapel. three other persons, crashed into the rear of a Standard Oil Co. tractor-trailer standing at Northwestern Ave. The driver. of the death car, Marion E. Moore. of Shelbyville, died in an ambulance enroute to General Hospital.

The other two occupants, Anna

Marie and Phyllis Shelton, sisters. of Indianapolis, were seri ously injured and taken to Gen eral Hospital. All were employees of RCA. Q Mr. Bowers resided with his widowed mother, Mrs. Thelma Bowers, at the Central Ave. address. His wife, Ellen. Bloomington, is a student at Indiana University. Other survivors include two brothers, Pfc. Paul Bowers. home on furlough from
