A Surplus, but Only in Paper

WASHINGTON, Mar, 30- (UP) — Budget experts cautiously predicted today that the Treasury may have a surplus at the end of fiscal®1951 on June 30. But the outlook for fiscal 1952 was far less cheerful. Extra large tax receipts and a lag in defense payments have given the Treasury a surplus of more than $5 billion with only three months left of the present fiscal year. The surplus isdarger than at any time since early 1948. But it won't stay that large very long. A lot of defense bills haven't yet been paid. When they are, the surplus will drop sharply.
