X Mayor Bayt said the department has the best merit system possible “under the circumstances.” He pointed to politics of top ranking officers to show that not all party faithful have been rewarded by the administration. He said nearly as many top police officers are Republican as Democrat.
‘Best: Man for.Job’
This split in the department was given top billing in behind-the-scenes feuds between the late Mayor Al Feeney?’and the Democratic Party. Mayor Bayt has denied, however, that his recent blast at Chief Rouls was based on politics. Mayor Bayt declared he intended to continue a system of “the best man for the job” despite expected party pressure. Consistent rumor around City Hall declares the Mayor will ignore party bosses in selecting a successor to Chief Rouls when the latter submits his resignation.
