By BILL EGGERT For the ninth time in 12 years of hockey in Indianapolis, the Caps have nailed down an opportunity to compete in the American Hockey League's post-season playoffs. They made certain of at least third place in the Western Division last night with a 6 to 3 victory over Cincinnati in a rink fuss that was ridden with 16 penalties. One more victory or a tie in the
undisputed second place to Indian apolis. The same holds true if Pittsburgh or St. Louis lose one, Part of the steadying influence that has rockefed the Caps into the playoffs has been the play of
