Split on Policy HEIDELBERG, Germany, Feb. 22 (CDN)—United States civilian and military authorities are trying to resolve a fundamental disagreement about how much the Germans will pay to maintain an Allied defense force in their country. . : : : The civilian. or political, viewpoint is that Germany must be pushed and coaxed into full cooperation with the Western Allies, and that to do this it is essential that the ranking item of occupa-

tion costs should be held to a minimum,

The Army viewpoint is tougher and is made up in almost equal parts of the conviction that:

One: The occupation, including some of its so-called “frills,” must be paid for by someone, and that the Germans should pay as much as they can of the burden which would otherwise fall on the Amercan ‘taxpayer,

TWO: That the Germans still are paying proportionately far less than most other Western countries for the common defense and until they have a force of their own they can aid most by assisting the common effort.
