Teachers ‘Chilled’ These blunt, budgetary facts chilled a delegation of teachers that called on the House Ways and Means “A” Committee to urge passage of a $15.5-million-a-year Yincrease in state aid for schools, “Let the teachers sit down at this table and tell us just where this ‘money is going to come from,” was the jolting question of
Rep. Tess Andrew, committee chairman, after hearing the teacher arguments, . Robert Wyatt, executive secretary of the Indiana Teachers Association, argued that estimates of tax collections had been set too low. He also indicated confidence that the committee would make slashes elsewhere in the budget.

Rep. Andrew then pointed out that the budget prepared by the budget committee calls for deficit spending of $29 million for the two-year period. This would reduce the state’s present surplus to $22 million by the end of the two-year spending period.
Granting of the extra $31 milion in school funds, plus expenditures for Civil Defense and increased teacher pensions would more than wipe out the potential marie surplus fund.
