An Old Term Rails Go Back 100 Years for Word |

CHICAGO, Feb, 8 (CDN) The term “featherbedding” always pops up in Intensive negotia-| tions and strikes, such as now plagues the nation's major railroads. { Featherbedding is the practice by which some unions force employers to hire more workers than they need for a job, or by which] employees get paid for work not done. The railroads went back much

the term. . . Railroad researchers found that the term ‘“featherbedding” first appeared in this country in 1837. Then it applied to a soldier who had a snap job. In 1848, Irving Knickerbocker wrote about an officer who was “determined to give his featherbed soldiers a seasoning.” In 1862, the old New York Herald referred to ‘“featherbed soldiers in Congress.” Used by Ralls in 1918 The term first was used in railroading in 1918, The commission | of eight wrote in a report: | “This featherbed duplication! (of pay) automatically persists under the eight-hour adjustments of 1916-'17.” In the present strike, the unions contend that the railroads are trying to change working rules and conditions that employees . have enjoyed for many years, In fact, the unions charge that the railroads are holding back on ‘granting an “adequate” pay raise! and a 40-hour work week for yard service employees (with no cut in pay from the present 48 hour week) until unions give up some. “featherbed” conditions. The railroads don’t deny wantIng to get rid of “featherbedding.”
