The state legislature ‘today went through the motions of taking the State Highway Department out of politics. But, according to State Sen. Dale E. Beck, Democratic chairman of the committee investigating roads, the present proposal won't work, ‘Mr. Dale, along with several other senators, worked out a bill last week following jhe lines of their now famous road report. It proposed to employ top personnel only on a merit basis, with maintenance workers employed on a 60-40 bi-partisan basis. Now, Sen. Beck complains, he was absent for one meeting over the weekend and: “This bill Is nothing like the one we created.”

Ok'd By Committee

The new bill introduced yesterday by Senate. President ProTem John Van Ness, Republican and Sen. Herman C. Evans, Democrat, was approved by the Re. publican Policy Committee as “the road bill to pass” in the GOP controlled General Assembly. Sen. Beck, measure, said: “This bill doesn’t take politics

out of the maintenance depart-

ment. They didn’t even consult me on this one,” Provides Now Job Speéifically, the bill ‘would require all inspectors, sub-district superintendents and professional employees to be named on a nonpolitical basis. It abolishes the position of personnel manager and creates the position of personnel director, with no added qualifications or duties, The bill does not mention - the! maintenance department, Which

employs the bulk of the highway workers, According to Jim Nicholas, executive director. of the Indiana Trucking Association, the maintenance department is the “big political plum” of the highway |. set-up, He said that by refusing to authorize either a bi-partisan or merit system, the authors of the bill were just attempting to keep a huge political group on the public payroll.
