In Washington Brig. Gen. William L. (Billy) Mitchell, stormy proponent. of air power who was courtmartiated 25 years ago when he refused to moderate his views, will get a place in the National Air Museum, Wash n,: D.C. In a will filed in Philadelphia yesterday, George H. Stephenson, investment broker, left $15,000 to the Smithsonian Institute to buy a bust or statue of the onetime chief of U.S. Air Service, .who died in 1938.
