On War Danger

Consider Program For Use in Case Of Enemy Attack

WASHINGTON, . Nov. 23 (UP) — Businessmen and city planning experts swapped views recently on what to do about jam-packed, traffic congested cities which are a ‘‘made-to-order target for an aggressor.” They also took up such matters of creating . adequate parking space, financing off-street parking, “improving urban traffic and stimulating urban redevelopment. They were invited by the Chamber of Commerce of the United States to a businessmen’'s conference on urban problems. Paul Opperman, director of planning for San Francisco, sounded the warning on the dangers from atomic attack on congested cities. He said that a national meeting, regional meetings of groups of states, and meetings in critical target cities are needed to discuss and formulate plans for hational security and urban development.

Would Devise Policy In this way, Opperman said, it will be possible to move toward a clear policy of what kinds of cities are needed to ‘serve the purposes of peace and war’ and

_obtain-agreement_on guides—for

the whole country. He said the public is still waiting to be convinced that the danger is real, “and that it may

be immediate.” He said it isn’t clear that the public and business and industrial leaders will sup-

port a dispersal policy advocated by the Defense Department and other agencies. However, Roland R. Randall, Philadélphia industrial broker, said that if “fear, and fear alone, becomes a decisive factor in plant location, we will have suffered a great reverse.” 4% “1 would not sell any large metropolitan area short, even if it happens to be part of the ‘avorld's best bombing run’ He referred to the heavily-industrial-ized East Coast. Doesn't Influence Firms Randall said that security against atomic attack is rarely a controlling factor in selection of plant sites. A corporation seldom selects “a site because it is atom proof.” he. said. J. W. Foilin, special assistant to the general services administrator, put in a plug for President Truman's request of Congress for $139,800,000 to construct new government buildings for approximately 40.00 employees at the outer fringe of the capital's metropolitan area. He said the country should realize the importance of safeguarding the capital and insuring continuous functioning of the government. He denied however that the proposed capital dispersal plan means that the Federal government intends to push it for other ‘Local conditions would have to be considered’ her-sgid Considers Humanities George C. Smith president of the 8t. Louis Chamber of Commerce wondered whether in city dispersal planning the planners consider the humanities and the economics of eity life and industry. : ‘Big cities, Smith sais, provide

—the-best-human satisfactions. ade-" quate electric power, widest skills,

and widest variety of employment. | “And where,” he asked. “in the event of disaster, whether it be bv bomb, earthquake, fire or riot, is Industry most safely located because of an abundance of organized agencies which can furnish relief and protection?” Joseph R. Parker, assistant sec-retary-treasurer of the J. L. Hud-

son Co.,- Detroit, told how his de-

partment store firm had to “concede the fight to the high and mighty automobile” and plan to build branch stores in suburban

areas.
