program. The Army has told Congress it thinks a system of universal military training a proper one for this. country time of peace. But it is not equipped to conduct

one right now. : Its most recent suggestion has been. that Congress enact a universal military training law on a stand-by basis. to await a time when military authorities can put it into action . Even with UMT the Army would like to continue Selective Service to guarantee its supply of men for active military service-— as distinguished from mere training.
