But that doesn’t mean a diversion from its aggressive aims, he said. As he sees it, there are three things that might cause Russia to start a war. One is fear of loss of power in the Kremlin. Another is fear of aggressive encirclement of Russia. The third would be the belief that “time was not in Russia's favor.”
