Mr. Herod, who was born in Indianapolis and parlayed his Shortridge High School diploma into the presidency of International General Electric Co., Inc., spoke to the manufacturers’ annual luncheon yesterday in the Claypool Hotel.

When England led the world industrially, during the Victorian era, it was the strongest nation, able single-handedly to keep the world peace. Mr. Herod expressed doubt that Russia wants war now. But that doesn’t mean a diversion from its aggressive aims, he said. As he sees it, there are three things that might cause Russia to start a war. One is fear of loss of power in the Kremlin. Another is fear of aggressive encirclement of Russia. The third would be the belief that “time was not in Russia's favor.”
