The Gas Utility; created by the Indiank State Legislature, is a public charitable trust, operated for the benefit of Indianapolis gas users.
® How was it acquired?
. With Revenue Bonds—a lien against the earnings of the Gas Utility. Not a single penny of taxpayer's money was used to acqhire gas properties, nof can a single penny of taxpayer's money be used to pay off Revenue Bond obligations.
% What happens to profits?
There are no stockholders—there are no dividends. The dis. . position of earnings is determined by law: outstanding in- : debtedness may be paid off, plant and squipment may be improved and rates reduced.

Legal restrictions insulate the Gas Utility from political con. trol placing the management in the hands of Indianapolis business men who operate the Gas Utility without ady pos sibility of personal gain.
