garia, of course, are no United Nations members. Another Question:. The covenant of human rights {s being drafted In the form of a treaty to be presented to lawmak.ing bodies in various countries. The {mplementing set up may be in a separate act for separate consideration. When approved by various countries the covenant will then have the force of international law so far as those who signed it are concerned. The court or -body hearing complaints will then have authority to advise signatory states of their fallure to live up to treaty pledges. Another question to be determoned is that of filing charges, Agreement is to be . reached whether the charges ‘must be filed Dy -one country against-another,. whether certain officials and semiofficial organizations can place charges, or whether individuals will be permitted to appear to make allegations.
The commission hopes to settle:
all of these questions this year.
