National Congress of Parents and Teachers will be - Observed ‘Feb. 17 with PTA Founders Day meetings and programs throughout the countly. Ceremonies will honor. the cofounders, Mrs. Alice McLellan Birney and Mrs. Phoebe Apperson Hearst, according to Mrs. L. W. Hughes, Arlington, ¥ounders Day chairman and immediate past president of the Na‘tional Congress. ~The organization was formed Feb. 17, 1897, at a convention of 2000 persons in Washington, D. C., to work for what is now called parent education and the

Hayes, Twin «Falls, 1da., is “The Citizen Child: '$iis Destiny, a Free World.” . The feature of many local ob- : __servances will be the lighting of a birthday cake with 53 candles. Programs, Mrs. Hughes said, will include historical pageants, homecomings for older members, .sgitakers on parent-teacher history and objectives and activities for closer relations with other community organizations.
