study-—the backers were stunned. Vietor 0. Schmidt, commissionsr of the Pacific Coast Conference, said, “are we going to stand or retreat, and if we retreat where are we going and when will we come back?” Crowds Started ldea That was the view of his cohorts. During the golden era of sport in the 1920's, some enterprising colleges discovered that thousands of combat-hungry persons were willing to pay $5 and $7 to see a football game these thousands soon were 90,000 per week in countless different localities, Thus was born the “bought” football players, who came to college not for an education, but for a job—the job of playing football. Just how bad amateurism was abused no one will ever know, but soon a group of college presidents decided to draw the line somewhere. ’ That was the start of the sanity code. They drew the line two years ago, but some members of the NCAA didn't like the location of the line—and that was the béginning of the current bitter scrap. - Just what is the code? It is a pact as strict as can be, It provides that an athlete eannot be paid; he must attend a full schedule of classes and keep up with his grades. He can be given a scholarship ~that is, free tuition and laboratory fees—and he can get one free meal a day during the playing season only. He must pay his own room rent, his own board and if he

A. compliance committee, says this: “Our enforcement is not popular with the press. Cynical sports writers write often about supposed violations, about winding jobs and so on. We have hired men with FBI background

to investigate violations, and they

{report no violations except those we've charged.

“The public, cynically, presumes

that star halfbacks get paid big money and are treated royally. But at one Midwestern school our investigators found four football players living in a cellar apartment under conditions so crowded they could be considered squalor. “At another, an Eeastern university, we found that an unanimous All-American was attend{ing that school without even free tuition. “Because a boy attends a uni versity, and is a football star, he is not necessarily attending the school which ‘made the best offer.’ The cynical sports writers might not believe {t—but he may be attending that school simply ‘hecause he wants to attend that school, {| “This proves our code is, largely. working.” The sanity code is supported principally by three large forces —the Big Ten Conference, the Pacific Coast Conference and the
