his reward. And by the same . token democracy is presented with a tremendous challenge. Today, according to latest elec-| tion figures, Western Europe's . Communists total approximately 4 million party-card members. But these commies are finding themselves increasingly cut off from members of other parties in their respective countries. Moreover, they are generally looked upon as foreign agents. A common feeling nowadays is that by putting party interest above national interest they have lost all patriotism.

Observed Since War

I have remained in Europe almost continually since World War II ended. I have toured France, Italy, Belgium, Switzerland and England. Such are the signs I bave read. In July of 1948 Italy's Com-|~ munist militants seemed suddenly to decide that the country was aroused-—-ready for the revolution. They found the government forces ready instead. It is my firm belief that today they would find them even better prepared. Two facts, both of which are of obvious deep concern to the Kremlin leaders themselves, back me in this conviction. They are: The Communist Parties are being isolated gradually within their own countries. The Titoism epidemic, despite best Moscow efforts, is slowly undermining the party program. Of the two the second is by far the greater in significance. Moscow seeks to end the Tito schism in Yugoslavia not so much because it lessens communism’s ‘grip on Iron Curtain c~untries—

as many seem to think—but rath-| #-..

er because it that Western leaders may become contaminated.

Tito Is National

Tito's regime is a nationalist regime; Moscow aims at an international regime. It's a split that may actually force Russia to abandon expansion by “national revolutions” and resort instead to the dreaded open conflict with the United States. The growing isolation of the Communist Party is not its great-| est element of weakness, ‘moreover, A still graver one is the conscience-trouble developiag in| the minds of its leaders.
