In his letter to the Times Mr. Willkie argued for the “idea meetings” to be staged by the Republican and Democratic Parties. He pointed out that the GOP is in particular need of new ideas, “A great many people in the United States would like to take part in politics on the basis of discussion of ideas,” Mr. Willkie wrote. “They find no outlet, they feel frustrated, they are not interested in schemes, in deals, in .,maneuvers and in manipulations. “They are interested in policies, in principles, in ideas and in issues.”

Form Pressure Groups Finding the party organization barred to them on an idea basis, they form pressure groups in which to expend their energies Mr, Willkie contended. “Such pressure groups, without having a real representative basis, exercise a tremendous influence on the conduct of our government,” Mr, Willkie continued. “I noticed that in the legislature the lobbyists knew more about what was going on and had more to say than the members—they are more experienced and better paid. . “If we are to take the power away from this third house of pressure groups and bring it back to the representatives of the we must create a new idea mechanism in organized poltics.” Mr, Willkie urged a “middleway” for Republicans on the New York Herald Tribune Forum Tuesday night. Today he was scheduled to speak at the 25th anniversary luncheon of the Republi-
