A--To both these queries, the answer is—after the first light frost. There's no magic time to dig tender roots such as these. If it fits into a busy schedule to dig them before frost, that's going to do little harm. Most gardeners just want to enjoy the flowers .as long as they can. If you take the roots up after frost, you're just working with nature, which has obligingly stopped the plant's growth. If you wait too long to dig, then wet weather may encourage new growth from the roots and that isn't a desirable state for roots going into storage.
