s0UX CITY, lowa, Sept. 24— The Republican Party is counting oni the inherent conservatism of the Midwestern farmer and his dislike of government controls to return him to the GOP fold—from which he strayed last November, Party leaders attending the two-day Republican farm conference here saw no need to try to cook up some scheme to outbid the Democrats with their Brannan Plan—such, as suggested by Sioux City businessman Charles MeKenna: Guarantee every farmer 640 acres of rich farm land, tax frees in perpetuity. Party leaders made it plain that this was the real purpose of the fafm conference—to try to show thé farmers that the Republican Pgrty is interested vitally in their welfare and is working to evolve a program which the farmers want.
