Of the $23 million worth of machinery and equipment to be distributed to China, The Netherlands, the Philippines and the United Kingdom, China was to receive half. However, a Japanese government official said only 50,000 tons of equipment destined for China actually had been removed from Japan of a total of two million tons earmarked for possible removal.
