‘Use’ Exchange Rate By ERNIE HILL Times Foreign Writer DAKAR, French West Africa, May 6-—Athagi n'gum, Iliberian cook on a British cargo ship, discovered an amazing thing on the Dakar dock. Ohe black-market operator was buying United States dollars at a rate wall over the official exchange. Another up the street {was buying francs for dollars at {a rate also favorable to the customer, N'Gum fi and went to work. For $10 he got $1700 can francs though the o is 1270. Then, he f black-market man who ing francs for dollars, giving $1 for each 100 francs. Then he changed the francs back into dollars and discovered he now had $17. It took only 15 minutes to do this. Counterfeit Dollars 80 N'Gum figured he could run that $10 into hundred su if he made 70 per cent on each translaction, But then he made another disfi covery. When he presented his $17 to {buy more francs, all of the boys laughed at him. “Boy, you. are crazy,” he was “Those are counterfeit We run them off by the hundred here.
