. Compromise Would : Keep Up Essential Work During Walkout
WASHINGTON, Apr. 30 (UP) — A new compromise plan for handling “national emergency” strike was tossed by a pro-admin-stration Democrat today into the touch-and-go House fight on repeal of the Taft-Hartley law. Rep. Andrew Jacobs, freshman House member from Indiana and
a former labor lawyer, put his|
plan before administration leaders who were searching desperately for somes way to save President Truman’s repeal hill from defeat. What to do about walkouts that endanger the national welfare has ‘been one of their big headaches! Under the Taft-Hartley law the government can block such trikes by court injunction for 80 flays. The President's bill would wipe out the injunction provision. Facing sure defeat on the bill as drawn, Mr. Truman's lieutenants have passed word quietly they will support a series of amendments to make it 'more <alatable to middie-ofthe-Toad ‘embers. ® Jacobs Submits Plan ‘One of the amendments 18 ex-

Mr, Jacobs said the problem could be -met this way: Faced with a big .strike, the ‘President would convene a factfinding board. The board would decide whether the pending strike endangers national welfare. If it decides it/does, the board would recommend what portion of the affected industry should be kept in operation. If he agreed with this finding, the President would order union leaders to exempt from - their strike this essential portion of the industry. The union would decide then what specific plants to strike and which to leave in operation. If a union failed to comply with the President’s order, the At torney General would apply for

Hysterical Mother Seated at Wheel
~ MADELIA, Minn; Apr. 30 (YP) ~—A farmer, who peered into a
parked car, today found a hysterical mother behind the steering wheel with one child in critical condition beside her and two other children dead in the back seat. The discovery ended a widespread search started yesterday by airplane and posse for Mrs. James Teigland, 33, and her three children when they di from their farm home at. Winnebago, Minn. Police said that Mrs. Teigland recently suffered a nervous breakdown. Authorities said that the cause of the children's death was not immediately determined. The dead children were identified as June, 8, and Robert, 8. There was blood around the mouth of the boy,
{police said.
Rushed to Hospital Mrs, Teigland and her 18-month-old daughter, Margaret, were rushed to. a hospital here. The baby was in critical condition, doctors said, and the mother was hysterical and suffering from: shock. Farmer Albert Neuuenschwander saw the car early this morning parked on a highway. At noon, he noticed. the car had not been moved and he looked in. He immediately summoned police. Mrs. Teigland was hysterical and incoherent when taken from the car, police said.
