~~ Five Ways Offered > On Making Changes By ANNA CLYDE VINZANT THE SUBJECT of amendments {s perhaps the most dificult part of all parliamentary procedure. There ‘are five ways to amend ’ a motion before 4 —— it is adopted-or rejected. (1) By striking out one or more consecutive words, 7 (2) by inserting one or more cons secutive words, (3) is a combi nation of the first two, by ptriking out and Inserting in the : same_ place. one Mrs. Vinzant or more consecutive words, (4) . by adding a word or words on the end of the motion, (5) hy substituting a new motion for the _ one pending. To prevent the introductjon of a new subject under the guise of

must be germane to the motion, they attempt to amend. The proposed substitute motion must pertain to the same subject as the original main motion. It is in order only when po other amendments are pending. When the assembly has compared the merits of the two motions, the ariginal and the proposed substiIMs, 4 vote is taken on substitutings. the second motion for the first ons, If a majority of the votes are dqst in the affirmative, the motion is«@amended hy substitution. AnothePyote is necessary for its adoption ofgjection. Limit Motions : Amendments are of two tlasses, primary and secondary, :A™primary amendment must be gebs mane and applied to the main or principal motion. A secondary ‘amendment must be germane and 4 8pplied to the primary amend-| ment. In keeping with the rule. that there may be but one motion of gt kind pending at one time, there may be but two amendments, one _ primary and one secondary, be.’ fore: the hotise at any one time. The secondary amendment is voted upon first, then the primary amendment as amended (if’ 4t was), after which the maln| motion as amended {is clearly! stated by the chair. The first two amendments having been | settled are no longer pending. It adopted, they have become a part of the main motion and| other amendments may be offered at this time. ment-by inserting the name of a certain printer. The chair ruled the second amendment out of order. Was the ruling correct? A—Yes. The ruling was correct. The first amendment was to limit the price of the books. The se amendment to in- , clude the name of a printer was not germane to price! therefore was not in order at, the time. 1t was, however, germane to the main motion and would have been in order after the primary amendment had been voted upon.
