Blue Ln Stacked Against Delinquents
“Juveniles Housed

But the jail wasn’t built to provide separate quarters and if's impossible to keep the youngsters away from other prisoners. Neither was the jail meant for young people. There are no provisions for wholesome recreation. As a ‘eonsequence the children the county is spending money to “rehabilitate” are enCountering the very experiences

County ‘Can't Afford’ Security Measures
Each of the seven jailed juve- | niles has run-away from the |
Center, where “breaking out”
consists of getting up and walk- |
ing away. There are no security provisions, no facilities for locking up rebellious youngsters. There are only four units, two for boys and. two for girls, which can be locked and thede must be used for isolation of discipline and sexual problems. There have been no major repaifs to the Center sine the former ‘orphanage was taken over by the county in 1944, Just recently the court asked the county commissioners for £12,000 to repair broken plumb-
ing! falling-~ plaster, sagging | floors and to strengthen security measures,
” ” ” THE COMMISSION: FERS agreed the money was needed and recommended the request to County Council. But the council sheared the appropriation to $4500, not even enough to make repairs. Meanwhile, almost weekly, youngsters keep slipping away from the undermanned Center, getting into .still more trouble before they are apprehended again. And weekly, more blue cards are hung on the prisoner's rack in the jail, as an economic squeeze forces the court to send to jail the very children they are trying to keep out of prison.
