Rabb Overcomes Odds to Conduct
+. Businesslike Court By PHILIP F. CLIFFORD JR. Criminal Court Judge Saul I Rabb has just about gone through his “inheritance.” ; It was just two years ago this month that he opened the second division of the Marion County criminal court, at which time he became “heir” to more than 250 backlog cases that jammed the docket in the court of Judge William D. Bain.

He started with nothing more 8
than his appointment as a judge, his “inheritance” and a will to get things done. He had no courtroum, $ | But want of a place in which to exercise his judicial prerogatives was of no nmiajor concern to Judge Rabb. After a bit of fas talking to the right people, the diminutive jurist found himself proud possessor of a desolatelooking room at the east end of the courthouse basement,
Fools Wiseacres
Most wiseacres told the neo-| phyte judge it would be more than | 90 days before he could begin] operations. The judge, however, had-different ideas, { “I'll he ready to go to work in two weeks,” he told the kibitzers. Thirteen days later, with make- | shift equipment, $18.75 worth of| office supplies and three dozen| funeral parlor folding chairs,| Judge Rabb was open for busi- | Ness, { In the two years that followed, Judge Rabb disposed of more | than 1500 felony cases. His rec-| ord for speed, accuracy and fair-| ness in handling matters that] come before him, has caused a mild flurry of envy among other judges, and most lawyers, Dislikes ‘Stallers’ ! Judge Rabb has a keen dislike] for lawyers and deputy prosecutors who try to “stall” for time. “Running this court is a business,” he observes, He has incurred the displeasure of some attorneys and politicians. But this doesn’t seem to bother! him, | Since I have allenated myself with Marion County politicians and ward heelers,” Judge Rabb declared, “it would seem foolish to look to those quarters for help in case I choose to again run for office, It follows, therefore, that I'll have to depend upon my. record during this term.”
