The six states are Massachusetts, California, New York, New Jersey, Pennsylvania and Connecticut. : A proposed amendment in Massachusetts would raise capital funds available for low-rent housing from the present $200 million to $300 million. The amendment also would raise from $5 million to $8 million the annual subsidies
