Drafting New Plan, Despite Warning

Senate Republicans were going ahead today with their plans for proposing a comprehensive -cigaret tax to finance a soldiers bonus despite a warning it woud

bankrupt the state,

GOP, Senators announced their financing. proposal following a caucus, They want the tax sup-

plemented by $25 million from the state’s general fund.

The present cigaret tax is now

committed to pay state expense.

Part of it goes to support teachers’ minimum salaries and part is

to supplement highway funds, © Presumably, the GOP plan would withdraw the cigaret tax money now flowing into these funds. 0 Proposal © Sen. John Kendall (R. Danville), Committee, told the caucus the plan would bring bankruptcy to the state. Gov.--8chricker called it “fantastic and childish.” Some observers saw the proposal as a sign of weakening on | the part of Republicans who up! to now had been staunchly sup-| porting a sales tax plan to finance the $150 million bonus debt. Democrats have proposed financing the bonus by a onefourth of 1 per cent increase in gross income tax. passed, Democrat-sponsored bonus bill incorporating the surtax financing plan is now being considered by the Senate Military and! ‘Veterans Affairs Committee,
