But if the men of the Kremlin think they can intimidate the rest of mankind by such barbarism, they do not know the stuff of which free men are made. On the day Cardinal Mindszenty faced his inquisition at Budapest, the new Archbishop of Warsaw was being installed in nearby Poland. Thousands of Poles, massed before the cathedral, sang “God give us back our freedom.” Where such a spirit is found, there will be no abject surrender to Red tyranny.

WASHINGTON, Feb, 10 — Almost without
Dutch Unions pulled out of the World Federa-
* tion of Trade Unions, an era came to an end.
Denounced Russians
THEREFORE, at the recent Paris meeting, the British, the American and the Dutch deleIn a stirring speech Mr, Carey denounced the Russians for perverting what had been intended to be a world organization of labor unions into a device to further Soviet aims, The reply came from V. V. Kuznetsov, president of the All-Union Central Council of Trade The shrill indignation directed at Mr. Carey and the British delegates, Arthur Deakin and Vincent Tewson, showed plainly that Kuznetsov was on the defensive, “Carey says that the Soviet Trade Unions are subordinated to the Soviet state and the cominform,” Kuznetsov shouted. “This is a wheer lie. “The Soviet Trade Unions are an important and influential organization in Soviet society, but the government has never been in command of the trade unions. “The Soviet government is glad to help the trade unions and duly considers their opinions. “Carey does not like it because there are no strikes in the U. 8, 8. R. Yes, there are no strikes in the U.'S. 8. R. and not because they
are prohibited by law, for on the contrary our law permits strikes. But there are no strikes. Why? Because we have no exploitation—and Carey should finally understand this,
Controlled by State
THE TRADE unions in Russia are, of course, completely subordinate to the all-dominant state. This has been obvious for a long time to all but the blindest fellow travelers. The CIO has been criticized for staying in the WFTU when it became apparent that Communists dominated its - operation.—~But ae Carey, long a foe of Communist Communist tactics at home and abroad, nd ahead with the backing of CIO President Philip Murray in the hope that through a world labor organization a common meeting ground with the Russians could be found.

Fights Red Influence
WHILE MR. MURRAY has been: working with Mr. Carey on the international front, being in frequent telephonic conversation with TUC executives in London, he has at the same time been warring against Communist influence in the CIO. The past year has seen Comimunist intriguers removed from virtually all posts of influence in the CIO and its affiliates. It can be argued that they never should have been allowed to rise to positions of influence. But that is history and so now is the quiet revolution that has thrown them out.

WASHINGTON, Feb. 10—There is no hope . whatever for
Secretary of State James Byrnes is prepared to tell the Army it must reduce its M-Day forces still further—because it has neither the money nor the laws to maintain them. The 12-man civilian-military committee was named by Army “Secretary Kenneth Royall last month to learn whether the National Guard and organized Reserve were “adequate in light of national defense needs.” The Byrnes committee met all last week. It studied three of the Army's six secret M-Day plans. It has reached a unanimous decision and recessed for three weeks to write its report. That report will: ONE: . Accept the President's reduction of the Army M-Day force from 837,000 to 667,000 men—from 12 to 10 divisions—as a working basis. "TWO: Recommend a reduction of the the National Guard's 610,000-man M-Day force to. 525,000 or 550,000. THREE: Ask that the Reserve clear its rolls of deadwood go there can be a realistic appraisal of its limitations and capaflities.
Steady Growth Charted
THE SIGNIFICANCE of the Byrnes report is that it halts preparedness plans ich a rr ago charted a steady growth for all ground forces through 1952 Uncle S8am’s M-Day approved in 1045, called for a regular Army of 12 divisions of 837,000 men; a 610,000-man National Guard to furnish six divisions at the start and 13 divisions later; supporting Reserve units of 620,000 men. That was the Army's 18-to-25 division plan, which has now been scrapped. It would have created 18 divisions (six National Guard and 12 Army) by 1952, and 25 (13 National Guard and 12 Army) when the nation could support them. Y Those plaris were approved, however, on ihe assumption Congress would provide universal military training which, in
Thus, the Byrnes committee is prepared to reductions for both, in line with the cut in the regular M-Day force they would support anid Congress’ refusal to provide a pump primer.

Cardinal Mindszenty, according to a high-placed personage here who has known the primate intimately for years, ' First, it was pointed out, the Kremlin itself was behind his arrest’ and trial. Second, having gone through with it, it would

Reducing Influence of Church
MOREOVER, Moscow is anxious to neutralize the Roman

A dramatic, highly publicized blow at the church, ‘therefore, had become necessary in order to help silence it and “teach it a lesson.” | The decision to arrest Cardinal Mindszenty, it is said, was made at Moscow in October after the Kremlin had received a ‘secret report from the political division of the cominform.
