County Notes. ~ 1948 Decline | In Delinquency
" Drop Attributed To New Aid Program
By NOBLE REED ——r The first decline in juvenile delinquency since beforé the war, was racorded in Marion County this year. The number of teen-agers brought into Juvenile Court this year was about 8 per cent below|
the volume of cases in the same|
period of 1947.
Records show that this year
Juvenile Court offic ials attrib-| uted the decline
to ‘several factors” that have aided in readjustment of family life in
Marion County during. the last, vear. One of the contributing factors] in the leveling off of juvenile| delinquency, according ‘to Charles | Boswell, chief probation officer of Juvenile Court, is the new pro-| gram of co-ordination among civic agencies working on child welfare projects, Started Last Year
The new program was started | last _.vear as one of the major | projécts recommended by the Child Survey Commission, Other factors include a more settled condition. .of family life after several war years of dislocations and uncertainties due to moving from one place to an-| other and improved guidance program in the schools. “But. juvenile delinquency is still one of the biggest social problems of the community,” déclared Mr. Boswell. “And it will continue to be a big problem so long as there is no adequate system of mental readjustment clinics and so long as there are not sufficient foster homes in which to place depend: ent-and neglepted children.” Juvenile Court records show a long list of juvenile mental cases awaiting Institutional care,

venile delihquency,” 'Mr. Boswell said. “The decline this year {is only a small start toward solving the problem.” Seven other larger cities reported a downward trend in ju-! venile delinquency this year. They Included Kansas City, Milwaukee; Minneapolis, St. Paul, Des Moines, Dallas and Omaha.
