Kempf, city nealth director, saill- today he -ig-—-alarmed over the increase. in rabies cases in No ber, “While we have knocked the number down from the record high of 46 cases last May, the 12 cases reported last month-is substantially above November, 1047,” the health director declared. : Dr. Kempf charged that city dog owners have become careless about keeping their dogs off of the streets and are showing confplete disregard for the law. “Apparently a majority of the people think the city quarantine on.dogs is all over,” he said. is either that or there is a widespread lack of respect for our

If there are any weaknesses in the anti-rabies ordinance, they should be strength- , ened. If this is not the case, the courts shopid be made to realize the seriousness of the situation.” Another school on the effects of rabies, including motion pictures, will. be held in Municipal Court Dec. 10 in an effort to impress violators of the ordinance with the necessity for restraining their dogs, Dr. Kempf said. - . of owners-of rabid dogs and the locality in which these animals d

Higher qualification standards for court reporters will be dis-| cussed at the mid-winter confer-| ence of the Indiana Shorthand Reporters Association, to be held Sunday in the Hotel Lincoln, Mrs. Roselyn Kocher, Winamac, association president, who called the meeting, said the group will also study proposed plans to he submitted to the 1949 state legislature, :

said, “to improve the qualification standards necessary for appointment as a court reporter. We believe a more rigid control of qualifications of any applicant seeking a position as a court reporter is a vital factor in the smooth and efficient operation ot ‘our state's court system,” Mra.
