Germans Need Ruhr to Rebuild

Peace Threatened by

Rearmament Danger By WILLIAM McGAFFIN Times Foreign Correspondent LONDON, Nov. 26—Question | Where did the Germans make their tanks, guns and planes when they rearmed after World War I? Answer: In the Ruhr—a vast Pittsburgh-like area of coal mines, steel mines and factories of every description in Western Germany. Q—Could Hitler have started ithe war if he had not had a free REGULAR 969. 95 hand to build his war machine in the Ruhr? Ry [Br X] A-—Obivously not. Allies Quarrelled Q-~Why didn't the victorious

{many again using the Ruhr to |rearm and start another war? A—Yes. The danger always |exists with the Germans. They {have the military spirit in their bones, coupled with a fanatical {racial pride, blind devotion to the Fatherland, and unquestion-| ing acceptance of the idea of “Germany over all.” They teamed up with the Russians in 1939 and they might very well |do it again. | Q Doesn't anyone have a plan? | A—Yes, there are two plans. {France wants an International [Control Authority in the Ruhr to have permanent control over {management as well as distribuition of Ruhr products. Germany {would have a voice on this board, {but there would also be America, | France, Britain, Belgium, Hol{land and Luxemburg. Under the French plan there would always | be someone around to see that] |the Germans weren't rearming| 'again. | America and Britain, however, want to give the Ruhr back to the Germans. Can Keep Russians Out Q- How could we consistently keep the Russians out of the in-| ternational control authority if one were set up in the Ruhr? A - Simple. They've kept us out of the Silesian industrial set-up 50 we keep them out.of the Ruhr, Q-—--Would the French plan hurt jthe Germans financially? i { A-—No. The proceeds from the {Ruhr would go to Germany. | Q-—Is time running short? A—Yes. In a couple of more {months western Germany is ex|pected to have a government of {its own and it may be too late to {impose the French plan. | Expect Answer Soon There are the ABC's of the {present tense world situation, as |viewed from this observation post. | We should know in a few days, | {when the London talks on the| [Ruhr end and when Washington| {makes up its mind on the Frepch| appeal, whether the British and {Americans are going to impose| their will on Germany—or on France.
