perhaps, is the real estate business which has been striving for months to toss rent control into ‘the ‘ashcan. isa Real estate £ | spokesmen have contended that Junless we kin rent controls now we will end up like France ‘and have them ‘‘ forever. (France has had irent control since ; {World War I. { The Truman wy Richert /administratio n |intends to enable them to add an{other chapter to their “I told you |s0,” for it is going to ask the new Democratic Congress to ex/{tend rent controls until Mar. 31, 1950. Also, it intends to restore some of the “teeth” which a more friendly Republican Congress had | removed. The administration| wants to let the government sue! landlords for treble damages for overcharges where now only the tenant can sue. It wants to put eviction casas back in federal courts and have the law again provide jail terms and fines for violators. 1 Also it wants to give the 'federal rent director power to impose rent controls in areas that] ‘may be boomed by new defense activity. At present, the rent di-| rector cannot impose controls in| de-controlled areas. | Many on New Homes | Truman aids are keeping mum/ though on one big point which, if proposed, would bring al crescendo of protests from the | real estate organizations. That! is, placing new homes and apartment buildings under rent control. A real estate man or private individual today can build a new apartment or house and rent it for whatever he can get. Many builders have contended there is only a comparatively small amount of this sort of building because of fear—that rent controls will be imposed on new construction. Take off all controls, they say, and rental

Special Groups Face More, Not Less Government
By EARL RICHERT, Seripps-Howard Staff Writer i KEY WEST, Nov. 19—The election results were bad news to a ‘number of special business groups which had ‘looked forward to getting the government out of their hair. % ; Now, it seems certain they will get more government—not less. These groups generally are those which President Truman tagged as “the special interests” during his campaign. Chief among them,

dams direct to the users; not turn the power over to the companies for them to deliver and charge for. i Over and over again in the, campaign, Mr. Truman posed thé! question: | “Who benefits from building] dams if the government does not! also build transmission lines to carry the power from the dams to the people? Who benefits? The private power interests benefit, of course. Seek Low-cost Power “These interests, for years, have sought to force the govern-! ment to sell them low-cost federal| power in bulk at the dam—power| which they could then sell to the! people on their own terms.” One of the first power projects likely to be approved is a $4 million appropriation for a new TVA steam plant at New Johnsonville, Tenn. This was made the crux of the fight over public power de-! velopment in the 80th Congress| and the opposing private power! interests won by blocking it. | “I wouldn't be surprised if we'd give TVA two new steam plants now,” said one leading Democrat. Working on the side of the pri-| vate utilities will be lack of money. With all its other proj-

ects, the Truman administration |
will be limited in the amount it| can spend for public power devel-| opment. Faces Less Government ! Another special group —- the, dairy industry—can expect re-| verse treatment in the sense that the new Congress likely will remove the protective shield main-| tained about it for 60 years by| former Congresses. It will get| less government. The Democratic platform calls for repeal of the federal taxes| and license fees on margarine| and party leaders in both Houses! are for repeal. These taxes were| designed only to protect butter from the competition of margarine and not to produce revenue.
