Council Begins Smoke Bill Study
Committee Asks Public's Suggestions
By JACK THOMPSON The City Council today began a long-range study of the proposed smoke control ordinance. The measure was introduced into the Council last night. More than 150 spectators appeared to express their views and watch over council proceedings. Drafted by the City Board of Air Pollution Control with the help of numerous civic groups, the ordinance has created citywide controversy. ! Council President Christian J. Emhardt referred it to the legislative body's safety committee, headed by Guy O. Rose, chairman. |
Mr. Ross and the other members! of the committee, Joseph A. {Wicker, Joseph C. Wallace, Charles P. Ehlers and Joseph E. Bright said they expected to make a thorough study of the ordinance. They asked that the Junior Chamber and other groups interested in the proposed legislation appear at committee hearings wtih suggestions for changes, Many in the large audience which jammed the council chamber wore white tags bearing the words “Stop Smoke.” Council President Emhardt| limited the discussion period to! 30 minutes and each speaker to! five minutes. Donald Shafer led off by asserting that “the ordinance, as submitted, contains certain things which we (the Junior Chamber)! cannot fully agree with.” Harold Hatcher, a Democratic precinct committeeman and manager of the Monument Coal Co-! op, declared: “A strong, effective ordinance with teeth in it is not only needed but is practical. ! “Coal industry figures indicate that persons can heat their homes | with smokeless coal just as cheaply as with smoky fuel,” he sald. “Smoke control can be ac-| complished and now is-the time.” |
