On the basis of past experience the Democrats appear a bit more internationally minded than the Republicans and there is a feeling here that ‘they are already half sold on the importance of freer relations. This country’s Liberal governfiieht has pretty well decided to hold a general election next year but Canadian voters are not likely to be influenced in their choice by what happens abroad, even in the States. In a series of tariff agreements since 1935, the trade flow has been broadened measurably by cuts in the American tariff against equal cuts in the Canadian tariff. But recently Max W. MacKenzie, Deputy. Minister of Trade and Commerce, said that that line of bargaining could not do much more good since the American tariff in most cases had started out higher than the Canadian; Canada also is keen on seeing the U. 8. ratify the Geneva trade agreement and the Havana charter to bring its customs procedure in line with the International Trade Organization code. The consensus here is that the Truman administration, having taken the lead in promoting the International Trade Organization, will be more likely than would a Republican administration to carry through. All in all, Canadians are pretty well satisfied that nothing deterrent to Canadian-American relations will happen with President Truman continuing at the White House reins and the Democratic Party in control of Congress.
