‘9 Strangely enough, the Citizens Gas and Coke Utility is a case of “. .

Here is an operation set up under law by the State Legislature in such a way that it has the advantages of municipal ownership without the disadvantage of political control. Yet, it has the advantages of a private corporation, too, because control is in the hands of Indianapolis businessmen who are not influenced in their judgements by political or personal considera-

tions.

This “having your cake and eating it, too” set-up has proven its worth in 12 years. The Gas Utility has demonstrated that it can grow with a rapidly growing city . . . that it can increase the owned and operated assets from a little over 20 million dollars in 1935 to over 30 million dollars at the end of 1947. And it has demonstrated, too, that under able ‘business management” it can absorb huge increases in costs and yet sell gas for LESS money than

Indianapolis consumers were paying in 1935.

There is no mystery about how the Gas Utility is run. Like all good ideas, the idea back of the Gas Utility is simple and effective. The Gas Utility’s earnings are used for paying off bond - obligations, for betterments and improvements and for rate reductions. This does away with

The Legislature determined who was to be in control of the Gas Utility; it was a five-man Board of Trustees, (self-governing andfjthus above political influences), which, in turn, annually appoints a Board of Directors. This did away with]political considerations.

The Legislature limited the compensation of trustees to $50 a year, the pay of the directors to $50'a month; and expressly forbade the members of either board to buy from—or sell to— the Gas Utility, any materials or supplies. This did away with personal considerations in making management decisions regarding the Gas

The Legislature required that the Gas Utility’s books be audited by the State Board of Accounts, and that quarterly financial reports be filed with the City Controller. This produced an effective public safeguard over the monies
