Opinion Holds Group Was Created Illegally

By LOUIS ARMSTRONG Indianapolis’ Air Pollution Board appeared to be on its way "out as City officials prepared to create a new smoke advisory group as a subdivision of the Board of Public Safety. Mayor Al Feeney would issue no comment on the move but it was disclosed yesterday the City jegal department has ruled the "present Air Pollution Board was created illegally.

Pearce, board president, made public a letter to the Junior Chamber of Commerce in which he answered charges of delay which that organization also had made against the board. Mr. Pearce said that last March the board had sent a copy of the new ordinance to the Mayor who in turn gave it to a. committee of the Council. He said the proposed ordinanfe was returned to the board in July without the committee's having done anything with it. He added that at that
