Rules of Order Not Difficult To Master
Good Club Member Knows Procedure By ANNA CLYDE VINZANT DISREGARD for any law is a dangerous thing, and parliamentary law is no exception. If the rules are observed, no injustice can occur, ‘The late Dr. 8. W. Longan, famous parliamentarian, once said: “Injustice even to a single person has no place and no sanction in the entire field of parliamentary law.” It 1s designed to protect the rights Mrs. Vinzant, ,¢ the individual, the minority, the majority, the absentee and the organization. Every member of a society enjoys the protection and privileges it provides; therefore, every member should understand at least its fundamentals and consider it a duty to be
able to take part in the business meetings. When one finds

Many think parliamentary | knowledge is necessary only | for officers or those who aspire to office. This is a mistaken idea. One of the first requisites of a good club officer is to have been a good club member. A “good club member” is one who not only attends meetings, pays | dues promptly and works for the club, but one who plays a constructive part in the business of the club through correct parliamentary procedure.
Rule of Debate
Q-—1Is there any way to prevent one member from talking too long when others would like to speak on the motion?
A—Yes. The rule of debate is: “No member shall speak longer than 10 minutes at a time, nor more than twice on the same question on the same day, nor speak a second time until everyone has spoken who desires to speak.” It is the duty of the presiding officer to protect the rights of all members by enforcing this rule. This may bé done by the chair rising and courteously informing the speaker that she has spoken 10 minutes. Should the member rise to obtain the floor a second time, the chair
‘has not spoken on the question wishes the floor. If no one claims the floor, the member may speak again. This rule insures discussion. among all members rather than a speech by one. Q—Should the treasurer's re . port to the club contain Aan itémized account of each receipt and disbursement? A—No. Details are shown in the records of the treasurer, and should be checked by the auditor at the close of the fiscal year. The report to the assembly should specify the amount on hand at the beginning and close of the period for which the report- is made.
Receipts and disbursements should be classified with only the totals of each classification being reported by the treasurer. Such a report enables the members to understand the financial condition of the club without wasting time listening to unnecessary itemized details. Q—When a member calls “question,” is it too late for further discussion on the subject. before the house?
A—No. One should not call “question” at any time. The correct way to stop debate and bring the question to vote is to obtain the floor and “move the previous question.” This motion requires a two-thirds vote because it: has the effect of suspending one of the rights of members«6 “full debate before action.”
Q—S8hould the chairman of a committee sign the report first or last, and should she add the word “chairman” after her name? { A—She should sign first, | which indicates that she is chairman, omitting the word “chairman,” except when the committee has authorized her to sign the report alone. In the latter case, the word “chairman” should be added.
