Times Foreign Service ROME, Italy, Oct. 22 Italy's statistical bureau estimates that the year's largest crop of babies! is being born in mid-October at the full phasé of the moon. The rate is up to about 47,000 a month as compared with a low of about 31,000 during May. Italy has the highest birthrate = + in Europe and over-population 18'S one 8 of its most pressing problems. !
