Law Is Science |
Of Fair Play

Yat oe, 1 1 4 | science of fair play. I like to | think of it as a game in which | the players look for the thread | of justice running through it. Thomas Jefferson, presiding over the Senate, wrote for his own use the first set of parliamentary rules in this country. Later compiled in book form, these became known as “Jef. ferson's Manual” and remain the basis of all parliamentary | procedure in America. f For my first column, I have | taken from my files a few questions frequently asked by my students,
All Votes Cast Should Be Counted | | |
Q—If a member declines a nomination, should votes cast . for that person be ignored? A—No. They should be counted and included in. the, report to the assembly. In the event he. is elected,~he has the
cepting the office; . Q—In the absence of the president and vice presidents, who presides over the meeting? A—The secretary calls the meeting to order at the appointed hour and presides over the election of a temporary chairman who, in turn, presides over the meeting. Should the president or a vice president arrive later, it is his duty to take the chair. Q—Why is it bad form forthe chair to say, “You have ~~heard-the motion"? espe A—He should assume that the members have not heard it and it is not before the house until stated by the chair.

Bridge Lesson— Tips on How
~ To Play No Trump
By WILLIAM E. McKENNEY “Ametios’s Card Authority I SELECTED today’s lesson hand because everybody con- __ tributed - toward doing the wrong thing—and learned a lesson from doing so The hand was sent to me by Dr. Leo F. Schiff of Plattsburg, N. Y., because, he said, it

fllustrates how easily a sure game can be thrown away by | playing too quickly. Dr, Schiff opened the ‘bidding ‘with one: n6 trump. In my opinfon his hand was too strong for a one no trump opening. It had a count of 20, and those who play the point-count agree that 18, or possibly 19, is the maximum for one no trump. Of course, the doctor might have arrived at exactly the same contract. If he had opened with one club and West bid a diamond, North in all likelihood would have bid two clubs. With a free bid by his partner, Dr. Schiff would have been justified in going to three no trump. Our first lesson, therefore, is that there is .a limit to the no trump bids. Do not bid them with a count of
THE NEXT fesse has to do with the opening lead. West opened the ace of diamonds and continued with another diamond. Dr. Schiff won this trick and then made the mistake of running off his clubs. Stiddenly-he found himself in ‘& suicide squeeze. He had to blank down to the king of

‘the queen-jack-eight of hearts. When he led a spade from dummy; East played the ace, led a heart, West won, put. South in with a diamond and declarer lost the balance. Dr. Schiff pointed out his own lesson. He said that if he had laid down the king of spades instead of cashing the clubs, he would have made six club tricks, two diamonds and at least one spade. Returning to the West hand, the best opening “would have been the jack of onds.
hand. ‘He would have had to be satisfied with six, id tricks and one diamond.”
