You didn’t have to spend any money to gain title to the Gas Utility. The Citizens Gas Company and Indianapolis Gas Company properties were acquired “with” revenue bonds : ... bonds that are NOT an obligation of the taxpayers. Revenue bonds are a legal claim i against the income of the Gas Utility and can be paid only from that income. Not a single penny of tax. money was used or can be used to pay off bond-holders.
