«DI... Kelley. suggested to the local group that a constructive program for mental health be developed in Indianapolis. “Your Guild,” said the doctor, “can help to set up clinics in connection with the Mental Health Act of July, 1946; it can strive to foster mentally healthy children by doing experimental work in one school.” Problems considered in the conference which were reported to the clubwomen included the “factors in childhood that influence people to go to war; unhealthy group attitudes, and group conflicts.” “The question for which an answer must be found,” said Dr. Kelley, “is, can international loyalties be developed today?”

U.S. Winning
Speaker Says
“America is the ‘dominant power in a chaotic world,” declared Willlam H. Hessler in an address before the Indianapolis Council of Women today in the Columbia Club. “We must expect greater burdens and tasks, heavfer armament costs and a lasting subordination of domestic to foreign . policy,” - continued the speaker,
the Cincinnati Enquirer, discussed the cold war between the U. 8. and the USSR and the need for unity between the U. 8. and western Europe if we are-to have a fair chance for peace and security. “The Soviet Union plus the people, skills and resources of western Europe would spell the eclipse of the United States and of democratic freedom everywhere,” warned the editor. He believes we are now win» ning the main battles df the cold war. “This 1s shown “by the rout of ' the guerrillas in Greece, by the collapse of the Russian war of nerves against Turkey, by the failure of Soviet threats against Scandinavia,” he said. Other favorable signs cited by the speaker were the Italian elections of last April, and the popular vote in Europe where a free. chéice was permitted. He viewed the trend to be against Commu. nism and against Soviet encroachment. “Berlin has been made a yardstick of American policy,” said the speaker who urged that we not give ground or show" weakness there. “To show weakness,” concluded Mr. Hessler, “would resylt in another and more disastrous Munich — the -appeasement deal of 1938, but on a global scale.” Mrs. B. Lynn Adams, president of the Council, also addressed the group. She promised -the Council
