BERLIN, Sept. 21 (UP)-—Rus-sia demanded today that all four occupation powers withdraw their troops from Germany, including blockaded Berlin. The Soviet demand, coming after the breakdown in negotiations on Germany, may set the keynote for Russia's counterattack against the western powers during United Nations consideration *of 4ie Berlin crisis.
