An expert on natural resources said today that Indiana's water level has improved the last three years. Charles H. Bechert, director of the Indiana depariment of conservation’s division of water resources, sald the general trend in water levels in most areas of the state “has been upward at a slow rate corresponding to the more nearly normal rainfall since 1945.” : Rainfall was below normal most of the time from 1030 to
