WASHINGTON. Ju July 20 — If any qualified voter in the armed services fails to cast his ballot in the November election it will be his own fault, unless his state has no absentee voter's law. If he’s away from his home state it would be a good idea to start right now finding out about his ballot. The Army, Navy, Marine Corps and Air Force have’ been telling their men what to do in bulletins and regular service publications. The furor and complications of getting the soldier vote into the 0 poll boxes four years ago don’t iB ig exist today.
