places. Seek Quick Revenue The city pay roll tax, started by Philadelphia and seconded by Toledo, is now in effect in at least 20 cities, most of them in Pennsylvania and Ohio. Cities can't increase their receipts from the traditional forms of ‘taxation as fast as the costs of their services rise. So they turn to sources promising quick revenue. Both the pay roll tax and the sales tax are well adapted in this respect. Incomes and dollar sales move roughly together, but the sales tax is logically a little better suited to the purpose. The sales tax is better adapted because ‘it gets the money where the inflation is. It doesn’t collect from funds going into savings, as income and pay roll taxes do. California cities have not found state sales taxes a bar to their taking it up themselves. A large number of , municipalities there are collecting half of 1 per cent on sales, a smaller number 1 per cent, the amounts being charged on top of the state's levy.
