With this country on the brink of war, Director Walter K. Scott, lof the Office of Departmental Administration started reorganizing the branch. Director Scott knew just the man-—Howard Chalille, communications expert. Mr. Chaille was made chief of ithe Telegraph Branch with .au[thority to revamp the complete communications system of the U. |8. government. He soon devised some very iworkable gadgets which were in{stalled in the wire rooms of the Telegraph Branch.
