Simms Finds Americans Fail to Grasp Full Significance of Columbian Revolution

all of the Americas -simultaneously.

In any period of great crisis the United conceivable paralyzed the same way. If the United States suddenly found itself at war with Russia, or with any country with which Russia sided, the rest of the hem{sphere could be so crippled that we could expect no help from it. Danger Found Real Yet thc Bogota situation seems to be considered as a sort of three or four-day story, made interesting largely by the fact that the Inter-American Conference was meeting at the time and Secretary of State Marshall was there.

Before I left for Bogota at the end of March, the Italian elections had long been front-page material in this coumtry. It remains. that—and rightly. If the Communists can gain’ control of Italy, all Europe will be menaced token, the

The menace from a Communist fifth column_is no less real and no less dangerous within our own hemisphere. There is a Communist menace in Colombia and there is a Communist menace in Costa Rica. Between them is Panama, and the Communists are powerfully’ organized there. Every Latin-American republic has a similar problem. In Canada the Reds are sufficiently entrenched to get hold of carefully guarded atomic informatio!

n. Could Paralyze Defense

But the most disquieting thing about the Bogota .affair is that the same pattern could be utilized anywhere, probably successfully. By successfully I do not necessarily mean that the revolutionists could overthrow all governments and. ipstitutions permanently. I do mean that in a time of crisis-they could paralyze the national life long enough perhaps! fatally to handicap the national defense. : According to the Bogota pattern, plans could be worked out] beforehand to seize the main government buildings, radio stations, airfields, power plants, gas and oil reserves, railway bridges, port facilities, and public utilities, and hold them long enough, or sabotage them badly enough, to make this country a pushover for a ready and powerful enemy. Thus while we are justifiably worried about Europe, we seem to be neglecting our defenses closer home. : Bogota observers agreed (1) that each and every nation of this hemisphere must prepare for defensive action which can operate as quickly as any enemy; (2) that they must improve their intelligence work, and (3) that each country nrust keep all the others posted promptly with all they can learn about underground activities.

Unless they can do this, and
