$5 Billion Owed, Says U. S. Treasury WASHINGTON, Apr. 8 (UP)— Undersecretary of Treasury A. L. M. Wiggins today called federal

He said that the bureau now has enough money to spot check only three per cent of income tax returns. He said that a spot check of income tax returns of five persons whose names were picked at random from a telephone directory in an unidentified city “found all five stealing from the government.” Mr. Wiggins said that the first of three cases investigated in another city showed that $200,000 in taxes had been evaded over a period of four years. He sald that the individual had paid only
